I failed my level 4 test yesterday also and I had the same question. I answered right by selecting "Digital multimeter set at the range of 1000V".

I heard from one of my co-workers that passed the test the 2nd time that the way it worked for him is to get all the NETAWORLD magazines quiz questions from the past 15-20 years and read them carefully.

Unfortunately someone threw them away and miss placed them and the only ones I could find was the past 5 years which NETA also has on their website. I would suggest reading those questions.

The motor questions threw me for a loop too. When I clicked on the formula page, I could not get back to the test. The procter had to restart my test and print out the formula page for me.
