How can I determine where H1 and H3 are located? Where would the terminal board be located?

Without looking at the terminal board, you could determine where H1 & H3 are connected after doing a TTR test based upon your results.

Usually the bushings are H3, H2, H1 left to right when facing the primary. The nameplate will usually reference the items to the drain valve or DETC on the transformer. With a Wye secondary use the nameplate for the location of the X0 busing and then observe the opposite winding layout. Dry type transformers are not always that simple as I have discovered numerous dry type in which the layout was incorrect. In this case I followed the connections of the "middle" winding to get the correct nomenclature for the terminals.

On the Nameplate, above the Vector Diagram is the Circuit layout. There is typically a reference showing the control cabinet that shows the relationship of H1 to the control cabinet side of the transformer.
When you are looking at the diagram, which is typically mounted to the outside of the control cabinet on medium and large transformers, the position of H1 should mimic the birds eye view of the transformer.
