Outdoor Substation Rain Safety

So I was working today at a powerplant and were expecting chance of rain. We had a talk weather it was safe to touch a deenergize electrical equipment (Outside transformer) which is grounded and lock/tagged.
I think it is unsafe but I would like to get your opinion guys.

My company uses a large pop-up tent/canopy for our testing equipment to stay dry under. Testing in the rain with no overhead protection wouldn't be the wisest imo.

Without assuming, was there a ground grid installed? Even in the rain that should keep everything in the area on the same potential level.
