I have combed through the ATS and MTS and am not finding what I'm looking for. I want to test heaters to assure they are working properly. In a nondamaging way, Can anyone help me with the proper test procedure?

NETA ATS and MTS are testing specs. They tell you what to test, not how to perform the test.
Testing Thermal overload relays depends on the type of relay. Some are as simple as old solder pots and only require a current source and timer, while others will require control power, a relay test set and 3 phase power to properly test.

Reading the instruction manual for the relay is the first step to understand its operating principle. After that you can figure out how to test it.
