During normal operation of a motor, when is a locked rotor condition produced?
basically once your motor starts; it has an high starting torque (high current ).
than it drops the current level to its normal condition (FLA).
now to produce an LRC condition its usually when the load its much higher that the motor can't produce enough torque and starts slipping and shorts your winding circuit. - this usually happens at start up of a motor. something similar to a transformer inrushes but on motors.
