NETA Appendix A defines commissioning as "The systematic process of documenting and placing into service newly installed or retrofitted electrical power equipment and systems."

Under this definition, one could argue the "systematic process" begins at project planning. Also, is "documenting" considered acceptance testing? With this in mind I want to lean towards B or C.

From what I understand, chemical electrodes have a service life of around 30-years minimum and are maintenance-free. Cement encased rods would be my second choice.
