I think it's "stored energy operated." Here's why.
I work on 4.16kV, SF6 S&C Vista switchgear with vacuum bottles. It qualifies as metal-enclosed, medium-voltage interrupter switchgear. None of the switches on there are motor-operated. There's no closing coil used to operate the switches, they're all hand-cranked. They are definitely loadbreak capable, especially since they are gas-insulated switchgear. And they are not hook-stick operated.
The switches are stored-energy operated though. Pretty sure what opens and closes those blades inside are heavy springs.
