Depends on what you are training for specifically. AVO Training Institute is one of the more well known centers with programs on substation maintenance, protective relays, cable splicing, circuit breakers, electrical safety and fundamentals. While AVO is good, if you are looking for training on protective relays, you might want to check out Valence Relay Training. For something more self-paced, NETA offers some technical seminars on DVD hard copy that actually earn you credits if you're a certified tech. Links are below, hope this helps!

Haven't had any experience with those training programs but we had Doble come to our shop a few times for relay and power factor training. It wasn't too bad, the instructors are very knowledgeable and were able to answer just about any question thrown at them.
The relay training was all classroom based and mainly went over operating the software and test set. Same was true for power factor except we did one day in the field and was able to get in a full day of test set training on a real test specimen. Just about everything was covered, including often overlooked tests and how to diagnose results.
