My thought is that PLC knowledge, and what/how to connect to various manufacturers, is something that NETA believes a Level 3 should have in their 'tool bag'. There are many types and manufacturers of equipment that many never touch or test, but are covered on these tests. That's what makes them so difficult at times, as you may not have any experience with the subject of a test question.
Just my thoughts.
Spot on. I've seen quite a few questions that reference specific manufacturers equipment, especially with relays. One example I can think of asked about output contacts on a CO relay. Another question referenced an SEL-751 and asked to troubleshoot why it tripped.
