I see written on test specifications for a project to "Test for 60 Cycle spark over and hold"
is anyone familiar with this test? is there documentation on it?
(also listed in the same spec section is insulation resistance and watts-loss)

This is what I found after a Google search:
Power Frequency Sparkover Test: This is routine test. This test is conducted using a series resistance to limit the current in case a sparkover occurs. The arrester has to withstand at least 1.5 times the rated value of the voltage for five successive applications. The test is generally done under dry and wet conditions also.
