I know this is an old thread, but just in case someone else was looking for a breaker simulator.
We use the ABB 200S series Breaker Simulator.
These are the part numbers:
200S4003 48 VDC nominal
200S4004 125 VDC nominal
200S4009 24 VDC nominal
I tried Googling them and nothing comes up. I don't know it they stopped making them or they just don't advertise them.
I am going to attach the IL (manual) for it to see if it is fitting for your usage.

This should work on most SEL relays, just transpose the name of the logic points, example old SEL 321 didn't have SELogic, or it was less refined. They have WXWZ as sel variables, where now these are called SV1, SV2, etc.

many people use them in today's test world, make your own using a LO relay or a S/D latching relay
most places don't want you pounding the breaker, verify breaker operates then insert simulator for the rest of testing or if you need to test circuit before breaker is available
