How to test Pre-Insertion Resistor Time and grading capacitor

Hi all,

I would like know about 400kV and above voltage level, PCB is equipped with Pre-Insertion resistors and Grading capacitor in it.
If i am not mistaken, during closing of CB purpose of resistor used to limit inrush due to switching lines and etc. and capacitor used to equally distribute the voltage in the CB main contacts.

Please do correct me if i am wrong. My question is How to test Pre-Insertion Resistor Time and grading capacitor measurement value? It would be helpful for me to learn new techniques.
