Labeling conductor in relay/ct/scada cabinets

Hi all,
I was wondering if anyone has a "standard" practice of doing this. I'm at a new substation and the all the outdoor facilites:1. 115-60kV transformer cabinet 2. 60kV circuit switchers 3. 12kV circuit breakers (for the getaways) all of the conductors in the terminal blocks have the tags with the location where the terminal STARTS - NOT WHERE THE CONDUCTOR ENDS. Isn't this backwards? It makes tracing the conductor 2X as hard. The prints at the sub are helpful, but incomplete.
