I do not recommend contacting NETA directly, as they tend to get mad at your company. Your company has a representative that reports to NETA, and will verify your qualifications. They typically will give you the code to purchase the test via Pearson. Each company has it's own guidelines for determining qualification and registration based off of NETA requirements.

If your not working for a NETA certified employer, then you don't meet the first requirement for NETA Certification. Then it would be recommended that you try for your NICET. https://www.nicet.org/
