Hipot on VR MV Vacuum Breaker

I have a newbie question. I've done Hipot testing while the breaker is out of the cell. Is it possible to do Hipot testing while the breaker is racked out but inside of the cell and in the "open" position?

I may have misunderstood the question, it seems like a lot of work to make the connection to the primary breaker terminal, ground the poles not under test, roll the breaker back into the cell, test the pole, repeat.
